Every meeting and portion of a meeting of the Board shall be open to public observation unless the Board determines that such meeting or portion of a meeting will involve the discussion of matters which are within one or more of the exemptive provisions listed in Sec. 604.420 of this part, and that the public interest is not served by the discussion of such matters in an open meeting.
