Except as provided in Sec. 93.130, the provisions of Sec. Sec. 93.123 and 93.125 do not apply to--

(a) The Newark Airport, Newark, NJ;

(b) The Kennedy International Airport, New York, NY, except during the hours from 3 p.m. through 7:59 p.m., local time; and
