(a) HUD shall identify Eligible Projects which are most likely to meet the selection criteria set forth in Sec. 886.117, and shall invite the Owners of such projects to make application for Section 8 assistance under this part.
(b) An Owner of an Eligible Project who has not been notified pursuant to paragraph (a) of this section may also make application for such assistance.
