(a) Any person who has knowledge of the theft or loss of any explosive materials from his stock and fails to report the theft or loss within 24 hours of discovery in accordance with Sec. 555.30, shall be fined not more than $1,000 or imprisoned not more than one year, or both.
(b) On and after January 24, 2003, any licensee or permittee who fails to report a theft of explosive materials in accordance with Sec. 555.30 will be fined under title 18 U.S.C., imprisoned not more than 5 years, or both.
