Any applicant or holder who desires an administrative hearing on the determination to refuse to issue or to renew, or to suspend or to revoke, a Certificate of Registration or a Farm Labor Contractor Employee Certificate of Registration, shall make a request in accordance with Sec. 500.212, no later than thirty (30) days after service of the notice referred to in Sec. 500.210.
