(a) Except for such property and interests in property described in paragraph (b) of this section, all transactions involving property and interests in property blocked pursuant to Sec. 576.201(b) of this part are authorized.
(b) The authorization in paragraph (a) of this section does not apply to blocked property and interests in property of persons subject to sanctions pursuant to Sec. 576.201(a) of this part or any other part of 31 CFR chapter V.
