General. Because of the continuing interest of the departments in the following properties and in view of the determinations under the Acts on which the disposals are premised, properties that can be conveyed under authorities discussed in Sec. Sec. 644.421 through 644.424 are not considered surplus or excess within the meaning of these terms as defined in the Federal Property Act.
