(a) Safety zones. The following areas are designated safety zones:

(1) Bridgefest Regatta Fireworks; Houghton, MI--(i) Location. All waters of the Keweenaw Waterway bounded by the arc of a circle with a 300-foot radius from the fireworks launch site with its center in position 470728.35" N, 0883501.78" W.

(ii) Enforcement date and time. This event historically occurs in mid June. The Captain of the Port Duluth, will establish enforcement dates that will be announced with a Notice of Enforcement and marine information broadcast.

(2) Lake Superior Dragon Boat Festival Fireworks; Superior, WI--(i) Location. All waters of Superior Bay, WI within a 150-foot radius with its center at 464323.52" N 0920345.19" W.

(i) Location. All waters of Superior Bay, WI within a 150-foot radius with its center at 464323.52" N 0920345.19" W.

(ii) Enforcement date and time. This event historically occurs in late August. The Captain of the Port Duluth, will establish enforcement dates that will be announced with a Notice of Enforcement and marine information broadcast.

(3) Duluth Fourth Fest Fireworks; Duluth, MN--(i) Location. All U.S. navigable waters of the Duluth Harbor Basin Northern Section within a 900-foot radius of position 464619.00" N, 0920611.00" W.

(i) Location. All U.S. navigable waters of the Duluth Harbor Basin Northern Section within a 900-foot radius of position 464619.00" N, 0920611.00" W.

(ii) Enforcement date and time. This event historically occurs during the 4th of July week. The Captain of the Port Duluth, will establish enforcement dates that will be announced with a Notice of Enforcement and marine information broadcast.

(4) Cornucopia Fireworks; Cornucopia, WI--(i) Location. All waters of the area bounded by a circle with a 300-foot radius surrounding the fireworks launch site with its center in position 465135.00" N, 0910610.00" W.

(i) Location. All waters of the area bounded by a circle with a 300-foot radius surrounding the fireworks launch site with its center in position 465135.00" N, 0910610.00" W.

(ii) Enforcement date and time. This event historically occurs the week before, after or during 4th of July week. The Captain of the Port Duluth, will establish enforcement dates that will be announced with a Notice of Enforcement and marine information broadcast.

(5) LaPointe Fireworks; LaPointe, WI--(i) Location. All waters of Lake Superior bounded by the arc of a circle with a 375-foot radius from the fireworks launch site with its center in position 464640.10" N, 0904722.00" W.

(i) Location. All waters of Lake Superior bounded by the arc of a circle with a 375-foot radius from the fireworks launch site with its center in position 464640.10" N, 0904722.00" W.

(ii) Enforcement date and time. This event historically occurs during the 4th of July week. The Captain of the Port Duluth, will establish enforcement dates that will be announced with a Notice of Enforcement and marine information broadcast.

(6) Ashland Fireworks; Ashland, WI--(i) Location. All waters of the Lake Superior bounded by the arc of a circle with a 600-foot diameter from the fireworks launch site with its center in position 463550.37" N, 0905259.82" W.

(i) Location. All waters of the Lake Superior bounded by the arc of a circle with a 600-foot diameter from the fireworks launch site with its center in position 463550.37" N, 0905259.82" W.

(ii) Enforcement date and time. This event historically occurs during the 4th of July week. The Captain of the Port Duluth, will establish enforcement dates that will be announced with a Notice of Enforcement and marine information broadcast.

(7) Point to LaPointe Swim; LaPointe, WI--(i) Location. All waters between Bayfield, WI and Madeline Island, WI within an imaginary line created by the following coordinates: 464850.97" N, 0904844.28" W, moving southeast to 464644.90" N, 0904733.21" W, then moving northeast to 464652.51" N 0904717.14" W, then moving northwest to 464903.23" N 0904825.12" W and finally running back to the starting point.

(i) Location. All waters between Bayfield, WI and Madeline Island, WI within an imaginary line created by the following coordinates: 464850.97" N, 0904844.28" W, moving southeast to 464644.90" N, 0904733.21" W, then moving northeast to 464652.51" N 0904717.14" W, then moving northwest to 464903.23" N 0904825.12" W and finally running back to the starting point.

(ii) Enforcement date and time. This event historically occurs in early August. The Captain of the Port Duluth, will establish enforcement dates that will be announced with a Notice of Enforcement and marine information broadcast.

(8) Superior Man Triathlon; Superior, WI--(i) Location. All waters of the Duluth Harbor Basin, Northern Section, including the Duluth Entry encompassed in an imaginary line beginning at point 464636.12" N 0920606.99" W, running southeast to 464632.75" N 0920601.74" W, running northeast to 464645.92" N 0920545.18" W, running northwest to 464649.47" N 0920549.35" W and finally running southwest back to the starting point.

(i) Location. All waters of the Duluth Harbor Basin, Northern Section, including the Duluth Entry encompassed in an imaginary line beginning at point 464636.12" N 0920606.99" W, running southeast to 464632.75" N 0920601.74" W, running northeast to 464645.92" N 0920545.18" W, running northwest to 464649.47" N 0920549.35" W and finally running southwest back to the starting point.

(ii) Enforcement date and time. This event historically occurs in late August. The Captain of the Port Duluth, will establish enforcement dates that will be announced with a Notice of Enforcement and marine information broadcast.

(b) Regulations. (1) In accordance with the general regulations in Sec. 165.23 of this part, entry into, transiting, or anchoring in this safety zone is prohibited unless authorized by the Captain of the Port Duluth, or the designated on-scene representative.

(2) This safety zone is closed to all vessel traffic except as authorized by the Captain of the Port Duluth, or the designated on-scene representative.

(3) The ``on-scene representative'' of the Captain of the Port Duluth, is any Coast Guard commissioned, warrant, or petty officer who has been designated to act on behalf of the Captain of the Port Duluth. The on-scene representative of the Captain of the Port Duluth will be aboard either a Coast Guard or Coast Guard Auxiliary vessel. The Captain of the Port Duluth, or the designated on-scene representative may be contacted via VHF Channel 16.

(4) Vessel operators desiring to enter or operate within the safety zone shall contact the Captain of the Port Duluth, or the designated on-scene representative to obtain permission to do so. Vessel operators given authorization to enter or operate in the safety zone must comply with all directions given to them by the Captain of the Port Duluth, or the on-scene representative. Eleventh Coast Guard District Sec. 165.T11-504 Safety zone; Independence Day Fireworks Celebration for the City of Richmond, Richmond Inner Harbor, Richmond, CA.

(a) Location. This temporary safety zone is established for the navigable waters of Richmond Inner Harbor near Richmond, CA as depicted in National Oceanic and Atmospheric Administration (NOAA) Chart 18649. From 9:30 p.m. until 9:50 p.m. on July 3, 2012, the temporary safety zone will encompass the navigable waters around the fireworks launch site in position 375434" N, 1222117" W (NAD 83) within a radius of 420 feet.

(b) Enforcement period. The zone described in paragraph (a) of this section will be enforced from 9:30 p.m. through 10 p.m. on July 3, 2012. The Captain of the Port San Francisco (COTP) will notify the maritime community of periods during which this zone will be enforced via Broadcast Notice to Mariners in accordance with 33 CFR 165.7.

(c) Definitions. As used in this section, ``designated representative'' means a Coast Guard Patrol Commander, including a Coast Guard coxswain, petty officer, or other officer on a Coast Guard vessel or a Federal, State, or local officer designated by or assisting the COTP in the enforcement of the safety zone.

(d) Regulations. (1) Under the general regulations in 33 CFR part 165, subpart C, entry into, transiting or anchoring within this safety zone is prohibited unless authorized by the COTP or a designated representative.

Persons and vessels may request permission to enter the safety zone on VHF-23A or through the 24-hour Command Center at telephone (415) 399-3547. (a) Location. This temporary safety zone is established in the navigable waters of the San Francisco Bay near Yerba Buena Island, California as depicted in National Oceanic and Atmospheric Administration (NOAA) Chart 18650. The safety zone will encompass the navigable waters around the SFOBB within 100 yards beginning at Yerba Buena Island and ending at the ``I'' Pier.

(b) Enforcement period. The zone described in paragraph (a) of this section will be in effect from 6 a.m. to 7 p.m. daily from December 31, 2014 until December 30, 2015. The Captain of the Port San Francisco (COTP) will notify the maritime community of periods during which this zone will be enforced via Broadcast Notice to Mariners in accordance with 33 CFR 165.7.

(c) Definitions. As used in this section, ``designated representative'' means a Coast Guard Patrol Commander, including a Coast Guard coxswain, petty officer, or other officer on a Coast Guard vessel or a Federal, State, or local officer designated by or assisting the COTP in the enforcement of the safety zone.

Effective Date Note: At 80 FR 2827, Jan. 21, 2015, Sec. 165.T11-589 was added, effective Jan. 21, 2015 until Dec. 30, 2015. Sec. 165.T11-630 Safety zone; Giants Enterprises Fireworks Display,San Francisco Bay, San Francisco, CA.

(a) Location. This temporary safety zone is established in the navigable waters of the San Francisco Bay near Pier 48 in San Francisco, CA as depicted in National Oceanic and Atmospheric Administration (NOAA) Chart 18650. From 11 a.m. until 10:50 p.m. on May 21, 2014, the temporary safety zone applies to the nearest point of the fireworks barge within a radius of 100 feet during the loading, transit, and arrival of the fireworks barge from Pier 50 to the launch site near Pier 48 in approximate position 374640" N, 1222258" W (NAD83). From 10:50 p.m. until 11 p.m. on May 21, 2014, the temporary safety zone will increase in size and encompass the navigable waters around and under the fireworks barge in approximate position 374640" N, 1222258" W (NAD83) within a radius of 700 feet.

(b) Enforcement period. The zone described in paragraph (a) of this section will be enforced from 11 a.m. through 11 p.m. on May 21, 2014. The Captain of the Port San Francisco (COTP) will notify the maritime community of periods during which this zone will be enforced via Broadcast Notice to Mariners in accordance with 33 CFR 165.7.

(c) Definitions. As used in this section, ``designated representative'' means a Coast Guard Patrol Commander, including a Coast Guard coxswain, petty officer, or other officer on a Coast Guard vessel or a Federal, State, or local officer designated by or assisting the COTP in the enforcement of the safety zone.
