(b) The Thirteenth Coast Guard District shall comprise Washington, Oregon, Idaho, and Montana; and the ocean area bounded by a line from California-Oregon state line westerly to latitude 40[deg] N. longitude, 150[deg] W., thence northeasterly to latitude 54[deg]40[min] N., longitude 140[deg] W., thence due east to the Canadian coast.
