The Records Management Officer or Council Executive Director, when receiving a request pursuant to these regulations, shall grant or deny such request. That decision shall be final, subject only to administrative appeal as provided in Sec. 1850.7. The Council General Counsel shall deny or grant an administrative appeal requested under Sec. 1850.7.
