The applicant shall submit a draft plan of operation that addresses development of: An operation and maintenance manual; an emergency operating program; personnel training; an adequate budget consistent with the user charge system approved under Sec. 35.2140; operational reports; laboratory testing needs; and an operation and maintenance program for the complete waste treatment system.
