(a) For each affected source subject to an emission limit in Table 1 to this subpart, you have demonstrated initial compliance if:
(1) You have met the conditions in Table 3 to this subpart; and
(2) For each wet scrubber subject to the operating limits for pressure drop and scrubber water flow rate in Sec. 63.9890(b), you have established appropriate site-specific operating limits and have a record of the pressure drop and scrubber water flow rate measured during the performance test in accordance with Sec. 63.9916.
(b) You have demonstrated initial compliance with the work practice standards in Sec. 63.9891 if you have certified in your notification of compliance status that:
(1) You have prepared a fugitive dust emissions control plan according to the requirements in Sec. 63.9891 and submitted the plan for approval; and
(2) You will operate according to the requirements in the plan.
