The provisions of this subpart and of subpart A of this part (including the startup, shutdown, and malfunction provisions in Sec. 65.6) apply to routing emissions to processes, fuel gas systems, closed vent systems, control devices, and recovery devices where another subpart expressly references the use of this subpart.
