The owner or operator of a stationary source subject to this part shall prepare a worst-case release scenario analysis as provided in Sec. 68.25 of this part and complete the five-year accident history as provided in Sec. 68.42. The owner or operator of a Program 2 and 3 process must comply with all sections in this subpart for these processes.
