To request assistance to conduct a feasibility study under Sec. 404.11(a) or (b), consistent with Reclamation's recommendation in an appraisal report, you must submit a full proposal to conduct a feasibility study in response to the program announcement, pursuant to Sec. 404.20. You are not required to submit a statement of interest.
