Tank vessels carrying Grade A, B, or C liquids shall be required to conform to the construction requirements in regard to vertical cofferdams in Sec. 32.65-15, except that a dry cargo compartment shall be considered to be equivalent to a cofferdam, and except as provided for in Sec. 32.70-20.
