(a) Mobility Fund Phase I support may be made available for census blocks identified as eligible by public notice.
(b) Except as provided in Sec. 54.1004, coverage units for purposes of conducting competitive bidding and disbursing support based on designated road miles will be identified by public notice for each census block eligible for support.
