The market administrator shall maintain a separate fund known as the Transportation Credit Balancing Fund into which shall be deposited the payments made by handlers pursuant to Sec. 1005.81 and out of which shall be made the payments due handlers pursuant to Sec. 1005.82. Payments due a handler shall be offset against payments due from the handler.
