To fill any vacancy occasioned by the death, removal, resignation, or disqualification of any member of the Board, a successor for the unexpired term of such representative shall be appointed by the Secretary pursuant to Sec. 1221.103 from the most recent list of nominations for the position pursuant to Sec. 1221.101 or the Secretary shall request nominations for a successor pursuant to Sec. 1221.101, except that said nomination and replacement shall not be required if an unexpired term is less than 6 months.
