(a) Prior to authorization of highway trust funds for construction or implementation of ITS projects, compliance with Sec. 940.11 shall be demonstrated.
(b) Compliance with this part will be monitored under Federal-aid oversight procedures as provided under 23 U.S.C. 106 and 133.
