Handling, storing, stowing, loading, discharging, or transporting any dangerous cargo covered by Sec. 126.27 under circumstances not covered by the general permit granted in Sec. 126.27 or when such general permit is not in force will subject persons responsible therefor to the civil or criminal penalties provided in Section 13 of the Ports and Waterways Safety Act, as amended (33 U.S.C. sec. 1232).
