(a) Naval Ammunition Depot Piers. The navigable waters within the following boundaries are a security zone: A line beginning on the shore at 402555.6" N, 0740431.4" W; thence to 402654.0" N, 0740353.0" W; thence to 402658.0" N, 0740403.0" W; thence to 402756.0" N, 0740324.0" W; thence to 402728.5" N, 0740210.4" W; thence to 402629.5" N, 0740251.2" W; thence to 402631.4" N, 0740255.4" W; thence to 402527.1" N, 0740339.7" W; thence northwest along the shoreline to the beginning point.
(b) Terminal Channel. The waters within the following boundaries are a security zone--A line beginning at 402741.2" N, 740246" W; then to 402827" N, 740217.2" W; then to 402821.1" N, 740200" W; then to 402807.8" N, 740222" W; then to 402739.8" N, 740241.4" W; then to the beginning.
(c) The following rules apply to the security zone established in paragraph (b) of this section (Terminal Channel) instead of the rule in Sec. 165.33(a):
(1) No vessel shall anchor, stop, remain or drift without power at anytime in the security zone.
(2) No vessel shall enter, cross, or otherwise navigate in the security zone when a public vessel, or any other vessel, that cannot safely navigate outside the Terminal Channel, is approaching or leaving the Naval Ammunition Depot Piers at Leonardo, New Jersey.
(3) Vessels may enter or cross the security zone, except as provided in paragraph (c)(2) of this section.
