(a) A person who violates any prohibition contained in this Part or permit issued under this Part may be assessed a penalty by the Authorized Officer after the person is given notice and opportunity for a hearing with respect to the violation, as provided in Sec. Sec. 291.30 and 291.31.
(b) Each violation is considered a separate offense.
