Sec. 62.14645 What happens during periods of startup, shutdown,
(a) The emission limitations and operating limits apply at all times except during periods of CISWI unit startup, shutdown, or malfunction as defined in Sec. 62.14840.
(b) Each malfunction must last no longer than 3 hours.
