The examination of every candidate for appointment to any grade in the Regular Corps shall be rated by a board appointed pursuant to Sec. 21.30 in accordance with such relative values for each part of the examination as are prescribed by the Surgeon General. No candidate who receives a final rating below 80 shall be appointed in the Regular Corps.
