If the Maritime Administration fails to give written notice of acceptance or denial of a claim in accordance with Sec. 327.30 within 6 months following the date of receipt of such a claim by the proper person designated in Sec. 327.24(b), such claim shall be presumed to have been denied by the Maritime Administration.
