(a) End User Devices may operate only if they can positively receive and decode an authorization signal transmitted by a CBSD, including the frequencies and power limits for their operation.
(1) An End User Device must discontinue operations, change frequencies, or change its operational power level within 10 seconds of receiving instructions from its associated CBSD.

(b) Any device operated at higher power than specified for End User Devices in Sec. 96.41 will be classified as, and subject to, the operational requirements of a CBSD. Sec. 96.49 Equipment authorization.
(a) Each transmitter used for operation under this part and each transmitter marketed as set forth in Sec. 2.803 of this chapter must be of a type which has been certificated for use under this part.
(b) Any manufacturer of radio transmitting equipment to be used in these services must request equipment authorization following the procedures set forth in subpart J of part 2 of this chapter.
