Anchoring by all fishing vessels over 50 ft (15.25 m) LOA is prohibited in the U.S. EEZ seaward of Guam west of 144[deg]30[min] E. long. except in the event of an emergency caused by ocean conditions or by a vessel malfunction that can be documented.
