To fill any vacancy occasioned by the death, removal, resignation, or disqualification of any member of the Board, the Secretary shall appoint a successor from the most recent list of nominations for the position or the Secretary shall request nominations for a successor pursuant to Sec. 1280.202 and such successor shall be appointed pursuant to Sec. 1280.204.
